A STRATEGIC PARTNERSHIP FOR THE GREEN TRANSITION
Located in North-West Africa, Morocco faces significant climate and environmental challenges, particularly related to water scarcity, high rainfall variability, and recurring droughts. These pressures have accelerated the need to adopt a new development trajectory based on sustainability, resilience, and social well-being.
In response, Morocco adopted its National Strategy for Sustainable Development in 2017 and officially joined the Partnership for Action on Green Economy (PAGE) in 2019 as the 20th partner country. PAGE supports this transition by strengthening existing green initiatives and aligning its action with Morocco's national priorities.
The official launch of PAGE in Morocco in 2020 coincided with the COVID-19 pandemic. Morocco mobilised a $12 billion recovery plan, in which key strategies, such as the Industrial Recovery Plan (2021–2023) and the Pact for Economic Recovery and Employment, incorporated strong green and circular dimensions.
In 2021, the New Development Model placed sustainability and social inclusion at the heart of Morocco's long-term transformation. The creation of the Ministry of Energy Transition and Sustainable Development reinforced national leadership on green economy and facilitated PAGE's integration within national governance structures.
