A structured progression towards a green, inclusive and resilient economy in Morocco
After Morocco joined PAGE in 2019, the programme entered a structuring phase. The first governance mechanisms were put in place, focal points designated and consultations launched, against the backdrop of the COVID-19 pandemic.
The official launch of the programme in 2021 opened a phase of in-depth diagnosis. The publication of the IGE scoping study in 2022 established a major analytical foundation, triggering a structured national dialogue.
PAGE scaled up its on-the-ground action: targeted training, support for green entrepreneurship, the launch of Carbo Academy and the delivery of key sectoral studies. This phase marked the operational translation of diagnostics into levers for action.
2025 marks the maturity of the PAGE programme in Morocco. The Green Nexus Week, including the 4th GCC edition, the 1st Regional Green Academy in Africa, and other structuring events, reinforces the institutional anchoring and regional outreach of the gains.

Beyond quantitative results, PAGE has helped establish a lasting culture of inter-institutional dialogue, strengthening coordination between administrations, the private sector and civil society.
The programme has also consolidated Morocco's international credibility as a leading green transition actor in Africa, while fostering national ownership of the tools and methodologies developed.
